What rules should be put in place for non-profits?

Non-profits seem to be cropping up a lot these days. Although they play a valuable role in our society, some are used as personal organizations to further individual interests and monetary gains. The IRS has come up with a strict set of rules for non-profits to keep their tax exempt status. What are some others that you would add?
